Nhân 45 Năm Ngày Quốc Hận 30 Tháng Tư

Chúng tôi, những người Việt Nam hiện đang sinh sống tại Âu Châu xác định rằng:

Ngày 30 tháng Tư năm 1975 là ngày đen tối nhất của lịch sử dân tộc Việt Nam.

Ngay sau khi cưỡng chiếm Việt Nam Cộng Hòa (VNCH), một chính quyền tuy còn non trẻ nhưng hợp hiến và hợp pháp vì được người dân miền Nam bầu cử trong tự do, dân chủ, nhà cầm quyền Việt Nam Dân Chủ Cộng Hòa (VNDCCH) đã ra sức hủy hoại những giá trị nền tảng chính trị tự do, dân chủ của người dân miền Nam.
 
Đối với nhiệm vụ thiêng liêng bảo vệ sự toàn vẹn lãnh thổ, tuy tương quan lực lượng khá chênh lệch, nhưng chính quyền VNCH đã không ngần ngại dù phải hy sinh xương máu để ra sức chống trả khi giặc Trung cộng tấn chiếm quần đảo Hoàng Sa của Việt Nam vào năm 1974, trong khi chế độ VNDCCH và tay sai là Mặt Trận Dân Tộc Giải Phóng Miền Nam đã im lặng, dù đã được chính quyền VNCH yêu cầu cùng lên tiếng phản đối hành vi xâm lược của Trung Cộng vào lúc đó. 
 
Ngày hôm nay, sau 45 năm cai trị toàn cõi đất nước Việt Nam, chế độ CSVN đã không mang lại độc lập, tự do, dân chủ và hạnh phúc cho người dân như khẩu hiệu rêu rao. Trái lại càng làm cho đất nước ngày càng lệ thuộc sâu vào Phương Bắc.

Tự do dân chủ chỉ là những bánh vẽ dù trong hiến pháp của nước CHXHCN Việt Nam đã minh định rõ ràng. Người dân vẫn tiếp tục bị đàn áp dù họ chỉ lên tiếng trong khuôn khổ hiến pháp về quyền dân sinh, quyền dân sự; thậm chí khi người dân lên tiếng để bảo vệ môi sinh, môi trường và chống bá quyền Trung cộng xâm lược và giết hại ngư dân Việt Nam trên Biển Đông.
 
Hạnh phúc cho người dân cũng chỉ là hoang tưởng khi mọi tài nguyên đất đai là “sở hữu của toàn dân do nhà nước đại diện chủ sở hữu và thống nhất quản lý” (điều 53 HP). Trong thực tế chỉ là của đảng và đảng tạo cơ hội để đảng viên tha hồ chiếm hữu, khiến phát sinh tầng lớp dân oan đầy dẫy từ Nam chí Bắc tại Việt Nam…

Trước họa xâm lăng từ Phương Bắc ngày càng lộ liễu của tập đoàn lãnh đạo cộng sản Bắc Kinh đang đè nặng lên đất nước và dân tộc Việt Nam, thì chỉ có đoàn kết toàn dân mới mong chống lại được. 
 
Vì thế, nhân tưởng niệm ngày Quốc Hận 30 tháng Tư lần thứ 45, chúng tôi những người Việt Nam tại Âu Châu gởi kháng thư này đến toà đại sứ CS Việt Nam tại Berlin và các nơi trên Âu Châu đòi hỏi nhà cầm quyền CSVN phải thực thi tự do, dân chủ để mang lại ấm no và hạnh phúc cho toàn dân. Có như thế thì mới khai phóng được sức mạnh của dân tộc để mọi người cùng chung tay chống Bắc Thuộc hầu bảo vệ lãnh thổ của tổ quốc VN.
 
45 năm đã quá đủ. Việt Nam phải đổi thay!

Protestschreiben an die kommunistischen Machthaber Vietnams anläßlich des 45. Volkstrauertags

 

 

Wir, Vietnamesen die in Europa leben, konstatieren:

 

Der 30.4.1975 ist der schwärzeste Tag in der Geschichte des vietnamesischen Volkes.

 

Unmittelbar nach der Besetzung der Republik Vietnam - eine zwar noch junge Regierung, aber eine verfassungskonforme und legitime, vom Volk demokratisch und in Freiheit gewählte - haben die Machthaber der Demokratischen Volksrepublik mit aller Gewalt die politischen Werte Freiheit und Demokratie der Vietnamesen im Süden zerstört.

 

Angesichts der heiligen Verantwortung, die territoriale Integrität des Mutterlandes

trotz der ziemlich ungleichen Militärstärke, zu schützen, hatte die Regierung der Republik Vietnam ohne zu zögern, trotz Blutopfer die chinesischen Angriffe im Jahre 1974 auf die Paracel-Inseln erwidert, während das Regime der Volksrepublik Vietnam und seine Handlangerorganisation Front für die Befreiung Südvietnams schwiegen, obwohl sie von der Regierung der Republik Vietnam gebeten wurden, gemeinsam gegen das aggressive Verhalten von China zu protestieren.

 

Heute nach 45 Jahren Herrschaft in ganz Vietnam hat das kommunistische Regime dem Volk weder Unabhängigkeit, noch Freiheit, Demokratie und Wohlstand wie in ihrer Propaganda gebracht. Im Gegenteil ist Vietnam zunehmend tiefer in die Abhängigkeit von China gerutscht. Freiheit und Demokratie sind nur vorgegaukelt, obwohl sie in der Verfassung klar festgelegt sind. Die Bürger werden weiterhin unterdrückt, obgleich sie lediglich im Rahmen der Verfassung ihre Stimme bzgl. ihrer Bürger- und Menschenrechte erheben, oder selbst wenn die Bürger sich für den Schutz der Lebensgrundlagen und der Umwelt sowie gegen die chinesischen Aggressionen und Ermordungen von vietnamesischen Fischern auf dem Meer engagieren.

 

Der Wohlstand für das Volk ist auch nur systematischer Betrug, da Grundstücke und Landesressourcen laut Verfassung „dem ganzen Volk gehören, der Staat aber stellvertretend Eigentümer und Zentralverwalter ist.“ (Verfassung § 53). In der Realität beherrscht die Kommunistische Partei alle Landesressourcen, und eröffnet damit den Parteimitgliedern die Gelegenheit alles an sich zu reißen, sodass vom Süden bis in den Norden Vietnams überall die neue Schicht von Landraubopfern entstanden ist.

 

Angesichts der von Tag zu Tag deutlicher werdenden Bedrohung aus dem Norden durch Chinas Kommunistische Führung gibt es nur den Weg des Zusammenhalts im Volk, um dieser Gefahr zu begegnen.

Deshalb schicken wir anlässlich des 45. Volkstrauertags dieses Protestschreiben an die kommunistische Botschaft Vietnams in Berlin und in Europa, um die kommunistischen Machthaber aufzufordern, Freiheit und Demokratie zu verwirklichen, um dem ganzen Volk Wohlstand und Glück zu bringen. Nur auf diese Weise sind alle Kräfte des Volkes zu mobilisieren, damit alle gemeinsam gegen die Gefahr aus dem Norden die territoriale Integrität unseres Landes schützen können.

 

45 Jahre sind mehr als genug! Vietnam muss sich ändern!

Appeal to the Vietnamese authorities on the occasion of the 45th anniversary of 30 April 1975

 
We, the Vietnamese currently living in Europe, determine that: April 30, 1975 is the darkest day in Vietnamese national history. Immediately after the invasion of the Republic of Vietnam (the South), the Government of the Democratic Republic of Vietnam (the North)  undermined the values of the liberal and democratic rights of the people of the South. Even though the Republic of Vietnam was young, they were legally and constitutionally elected by the people of the South in freedom and democracy.
 
Regarding the sacred duty to protect territorial integrity, although the balance of military power was very skewed, in 1974, the Republic of Vietnam did not hesitate to sacrifice themself to combat the People’s Republic of China due to their illegal occupation of the Paracel Islands of Vietnam. At the same time, while the South was calling to speak out against this illicit Chinese occupation, the regime of the North and its henchmen (the National Liberation Front in the South), remained silent.
 
Today, after 45 years of governance throughout Vietnam, the regime has not brought independence, freedom, democracy and happiness to the people as its slogan indicates. On the contrary, it has made the country increasingly dependent on China.
 
Liberal democracy is only a misleading deception of the constitution of the Socialist Republic of Vietnam. The people continue to be oppressed even if they only speak out in favour of the constitution of civil rights, the environment and against Chinese dominance and killings of Vietnamese fishermen in the Vietnamese maritime territory in the South China Sea.
 
The happiness of the people is only an illusion, when all land and resources are "owned by the people, the State is the represented owner through unified management" (Article 53 HP). In reality, the current single party generates opportunities for its party members to dispose freely for their own gain, giving rise to injustices in both South and North Vietnam... 
 
Facing the growing aggression of the People's Republic of China, which is admittedly burdening heavily on the country and the people of Vietnam, only the solidarity of all the people would allow Vietnam to resist. 
 
Therefore, on the occasion of the 45th National Day of April 30, we Vietnamese in Europe send this appeal to the Vietnamese Embassy in Berlin, and to other Vietnamese Embassies in Europe to ask the Socialist Republic of Vietnam to exercise freedom and democracy to bring prosperity and happiness to all the Vietnamese people. In this way, we can free ourselves from the dictatorship, so that everyone can join forces to stand against China, in order to preserve Vietnamese territory.
 
45 years is more than enough. It is time for Vietnam to change!

Appel envoyé aux autorités communistes du Vietnam à l'occasion du 45ème anniversaire du 30 avril 1975

 
Nous, les Vietnamiens vivant actuellement en Europe, affirmons que:
 
le 30 avril 1975 est le jour le plus sombre de l'histoire nationale vietnamienne.
 
En Avril 1975, la République du Vietnam (RVN), encore jeune mais constitutionnelle, dotée d’un gouvernement légalement et démocratiquement élu par le peuple du Sud, fut envahie par le régime communiste du Nord, la République Démocratique du Vietnam (RDVN). Immédiatement après l’invasion, celui-ci a sapé les valeurs fondamentales de liberté et de démocratie du peuple du Sud Vietnam.
 
En 1974, face au devoir sacré de protéger l'intégrité territoriale et bien que le rapport des forces fût très désavantageux, la République du Sud (RVN) n’avait pas hésité à faire preuve de sacrifice pour contrer la Chine communiste (RPC) qui occupait illégalement les îles Paracels du Viet Nam du Sud (RVN).
 
Au même moment, alors que la RVN appelait à s’élever contre cette occupation illégale chinoise, le régime du Nord (RDVN) et sa marionnette, le Front de Libération Nationale du Sud restaient silencieux.
Aujourd'hui, après 45 ans de pouvoir sans partage sur tout le Vietnam, et contrairement à son slogan, le régime communiste n'a apporté au peuple ni indépendance, ni liberté, ni bonheur.
 
Au contraire, ce régime a rendu le pays de plus en plus dépendant de la Chine.
La « liberté et la démocratie » ne sont qu’imposture, bien que ces valeurs soient inscrites dans la constitution de la République Socialiste du Vietnam. La population continue à être persécutée même lorsqu’elle s’exprime dans le cadre de droits civils ;  elle est réprimée encore davantage lorsqu’elle se prononce pour l'environnement, contre l'hégémonie de la Chine et les tueries chinoises des pêcheurs vietnamiens dans  l’espace maritime vietnamien en mer d’Asie du Sud Est.
 
Le bonheur du peuple n'est qu’illusion lorsque toutes les ressources naturelles et foncières sont «détenues par le peuple, avec l'État comme propriétaire par une gestion unifiée» (article 53 de la Constitution). En réalité, tout appartient au parti unique actuel, qui génère des opportunités d’enrichissement pour ses propres membres, donnant naissance à des injustices au Sud comme au Nord Vietnam ...
 
Face à la menace croissante d’occupation chinoise qui pèse sur le Vietnam, seule l’union solidaire du peuple entier permettrait à la nation vietnamienne de résister.
 
C’est pourquoi, à l'occasion de la 45ème Journée nationale du 30 avril, nous, citoyens Européens originaires du Vietnam, envoyons cet Appel à l'ambassade du Vietnam à Berlin et aux ambassades vietnamiennes en Europe pour demander aux autorités communistes vietnamiennes de restituer et de respecter le plein exercice de la liberté et de la démocratie au Vietnam, afin d’apporter prospérité et bonheur à l'ensemble du peuple vietnamien. De cette façon, nous pouvons nous libérer de la dictature communiste afin que chacun puisse unir ses forces pour lutter contre l’occupation de la Chine et préserver l’intégrité du pays.
 
45 ans, c'est plus qu’assez.  Le Vietnam doit changer !
